HRH the Crown Prince and Prime Minister issues Edict (7) of 2021

His Royal Highness Prince Salman bin Hamad Al Khalifa, the Crown Prince and Prime Minister, today issued Edict (7) of 2021, amending some provisions of Edict (50) of 2015, concerning the establishment and formation of the Strategic and Spectrum Coordination Committee.

Article (1):

The text of articles (1) and (2) of Edict (50) of 2015 shall be replaced by the following:

Article (1):

The Strategic and Spectrum Coordination Committee, hereinafter referred to as “The Committee”, is presided over by the Chairman of the Board of Directors of the Telecommunications Regulatory Authority. Its members include a representatives from the following entities:

1) The Bahrain Defence Force

2) Ministry of the Interior

3) The National Guard

4) The National Intelligence Agency

5) The Wireless Licensing, Frequency and Monitoring Directorate at the Telecommunications Regulatory Authority

6) Technical Affairs and Operations Directorate at the Telecommunications Regulatory Authority

7) Communications Directorate at the Ministry of Transportation and Telecommunications

8) Ports and Maritime Affairs Directorate at the Ministry of Transportation and Communications

9) Civil Aviation Affairs Directorate at the Ministry of Transportation and Communications.

10) Ministry of Information Affairs

11) National Space Sciences Agency

Each of the aforementioned entities shall name their representative(s) at the committee, and each representative must hold at least a Director position.

Article (3):

“The Committee is the competent party for radio communications, in charge of implementing the provisions of the Telecommunications Law promulgated by Decree-Law (48) of 2002. It is responsible for preparing and managing the National Frequency Plan and overall coordination of frequencies in the kingdom. It shall carry out the following:

1-Coordinate the spectrum requirements in preparing the National Frequency Plan concerned with setting the technical policies related to planning and allocating the frequency spectrum for all spectrum resources in the Kingdom.

2- Meet the frequency spectrum needs of the various sectors, including those responsible for national defence and security.

3- Support the use of technologies that depend more on the efficiency of the frequency spectrum.

4- Satisfy the requirements of international obligations and treaties.

5-Satisfy the spectrum requirements for internationally provided radio navigation services, such as Galileo and GPS.

6- Facilitate the regional and global disaster prevention frequency system to help emergency and rescue teams communicate with each other.

7-Study issues related to the frequency spectrum referred to it.

8- Participate in international meetings and conferences concerned with the frequency spectrum, after coordination and follow-up with the concerned authorities in this regard.”

Article (2)

The authorities, each in their respective capacities, shall implement the provisions of this edict, which takes immediate effect upon publication in the Official Gazette.
