HRH the Crown Prince and Prime Minister issues Edict (5) of 2021

His Royal Highness Prince Salman bin Hamad Al Khalifa, the Crown Prince and Prime Minister, today issued Edict (5) of 2021.

Under the edict, Article 20 of Edict (25) of 2012, concerning Ministries’ and Government Agencies’, is replaced with the following paragraph:

“It is prohibited for all Ministries and Government Agencies to accept grants, donations, or in-kind donations from inside or outside the Kingdom with a value less than BHD twenty thousand, under any circumstances, unless approved by the Minister or Head of the concerned government agency.”

Ministries accepting grants, donation or in-kind donations with a value of the above mentioned amount and up to BHD five hundred thousand, must obtain approval of the Ministerial Committee for Financial and Economic Affairs and Fiscal Balance. Decisions will be made following the necessary measures undertaken by the Ministry of Foreign Affairs and the Ministry of Interior to ensure fundings source.

The approval of the Cabinet must also be obtained prior to the acceptance of grants, donations or in-kind donations with a value that exceeds BHD five hundred thousand.

The Edict takes into account laws, regulations and edicts determining eligible recipients of donations.

All Ministers and Heads of Government Agencies, each within their own jurisdiction, shall implement the provisions of this edict, which comes into effect upon publication in the Official Gazette.
